Stop the unruly citizens from destroying the town 0/18 (Sul Vius: Demiplane of Life) Defeat Citizens in the East sections
Step 2:
Find some indication about why such exalted citizens are acting so strange 0/1 (Sul Vius: Demiplane of Life) Loot the Symbol of Marr from the mobs
Step 3:
Deliver the item to the Mayor 0/1 (Sul Vius: Demiplane of Life) Head to Mayor Salvador West (as indicated by on the map) and Turn in the Symbol of Marr
Step 4:
Hand the item to Bokon Karass, see if he can explain why intruders are being relifed 0/1 (Sul Vius: Demiplane of Life) Head to Bokon Karass (as indicated by on the map) and Turn in the Symbol of Marr

Step 5:
Defeat the Bokon 0/4 (Sul Vius: Demiplane of Life) Bokon will come and aggro, Defeat them

Arsin the Blaze does also spawn in this mission, exactly where the map says.

Arsin the Blaze can be very rare. I've done this event a dozen times in a row and never saw it spawn. I did however discover that Render can spawn in this mission also. Render or it's PH will spawn right at the very beginning of the event in it's normal spot. Since that area is blocked you have to use the tunnels to get there!

This mission's named spawn is Render, who is in the southern part of the crypt.
